On May 28, 2023, the second "Northeast and Western Regions Computational Mathematics Young Scholars Academic Development and Exchange Conference" was successfully held at Harbin Institute of Technology. The conference was organized by the Computational Mathematics Branch of the Chinese Mathematical Society and hosted by Harbin Institute of Technology. The opening ceremony commenced at 8:30 am in Room 308 of the School of Science Building at Harbin Institute of Technology. Distinguished attendees at the opening ceremony included Academician Han Jiecai, the President of Harbin Institute of Technology, Academician Jiang Song, Chairman of the Computational Mathematics Branch of the Chinese Mathematical Society, along with other branch leaders, leaders of the School of Mathematics at Harbin Institute of Technology, experts participating in the conference, outstanding young scholars in computational mathematics, as well as other faculty members and students. The opening ceremony was chaired by Professor Xing Yuming, the Executive Dean of the School of Mathematics at Harbin Institute of Technology.

During the opening ceremony, President Han Jiecai delivered the welcoming address, extending greetings to the attending experts and outstanding young scholars in computational mathematics. President Han emphasized Harbin Institute of Technology's enduring emphasis on the development of the mathematical discipline. He highlighted the pivotal role of mathematics as a foundational discipline crucial for the nation's advocated development in industrial intelligence and digitization. Mathematics, according to President Han, provides essential support for various engineering, management, business, and social science disciplines. He emphasized that, amid the process of national rejuvenation, mathematics can effectively contribute to societal development, asserting that it's an opportune moment for the field of mathematics to shine. At the opening ceremony, Academician Jiang Song, the Chairman of the Computational Mathematics Branch of the Chinese Mathematical Society, delivered a speech, extending warm congratulations on the convening of the Second "Northeast and Western Regions Computational Mathematics Young Scholars Academic Development Exchange Conference"! He expressed heartfelt thanks to Harbin Institute of Technology's School of Mathematics for their meticulous planning and organization of this conference. In his address, Academician Jiang Song emphasized the significance of the 19th National Congress Report, which elevated education, science and technology, and talent to such a high level for the first time. In February of this year, during the collective study session of the Central Political Bureau, General Secretary Xi Jinping particularly emphasized the importance of basic research, stating that "strengthening basic research is an urgent requirement for achieving self-reliance and self-improvement in high-level science and technology, and it is the only way to build a world-leading science and technology powerhouse." Against this backdrop, in order to implement the spirit of the Central Conference on Talent Work, support the academic development of young computational mathematics scientists in the Northeast and Western regions, enhance the level of computational mathematics disciplines in these areas, and further promote the advancement of national computational mathematics research and talent cultivation, the Computational Mathematics Branch of the Chinese Mathematical Society has specially organized this young scholars' academic development exchange conference. The aim is to facilitate academic exchanges between young computational mathematics scholars from the Northeast and Western regions and their domestic counterparts.

Academician Jiang Song pointed out that computational mathematics is an essential branch of mathematics and represents the forefront of mathematical research. 16 young scholars from universities in Northeastern and Western regions delivered presentations, followed by reviews and commentary from experts in computational mathematics. The experts included Researcher Hong Jialin, Professors Li Xiaoli, Liu Jijun, Researcher Ming Pingbing, Professor Sun Jianyong, Professor Wu Boying, and Professor Zhang Ran (sorted by surname's pinyin). They provided feedback focusing on key scientific issues raised in the presentations and offered constructive suggestions. Leaders, faculty, and students from the School of Mathematics at Harbin Institute of Technology attended the meeting attentively and listened carefully to the presentations.
